Alot of people are surprised Mineola has its own landscaper rules. Under Village Code § 230-25, anyone in the business of gardening or landscaping in the village needs a permit. That means every landscaper in Mineola, big company or small crew. Here’s the short version, from the code and the village’s landscaper license form.
- Village permit: required for lawns, gardens, shrubs and trees on property you don’t own, including lawn and tree spraying.
- Every year: permits expire December 31.
Work hours and debris
- Equipment hours: no mowers or gardening equipment between 8:00 p.m. and 8:00 a.m., any day.
- Installs and construction-type work: in residential areas, 8 a.m. weekdays or 9 a.m. weekends and holidays, and done by 6 p.m. (§ 376-17.1).
- No leaves in the street: landscapers can’t blow or leave clippings and leaves on streets, sidewalks or public property, and can’t burn them.
- Take it away: the landscaper has to haul away cuttings and leaves at their own cost.
Mineola picks up bagged leaves at the curb on garbage days in late fall (up to 10 bags per home).
